Translation of Hosea 1:4

And YHVH, my Strength said: “Call him ‘The Mighty One plants in the earth’ and name him Y'tzr'e-el; because a few are like chaff and I renounce ownership of them together with my silence. The Mighty One plants in the earth Y'tzr'e-el, who is a heavy burden on his own house and My Name from within the Kingdom of the house of Israel. [1]

Y'tzr'e-el: G-D will sow, G-D sows. This can be interpreted as G-D plants in the earth.
