Translation of Hosea 1:4
And YHVH, my Strength said: “Call him ‘The Mighty One plants in the earth’ and name him Y'tzr'e-el; because a few are like chaff and I renounce ownership of them together with my silence. The Mighty One plants in the earth Y'tzr'e-el, who is a heavy burden on his own house and My Name from within the Kingdom of the house of Israel.
Definitions of names used with the names. This parallels the standard translation of this verse.
Y'tzr'e-el: G-D will sow, G-D sows. This can be interpreted as G-D plants in the earth.
