The winds are much like His Ruach (Spirit).  His Ruach is sevenfold and this is an expression to mean that they are infinite.  It/they prevail upon, in and about the universe and they also rest upon the Messiah that He's given us.

Those that are seized by His Hand and have have His Lamb's blood and have entered into the Covenant with Him will be cured/healed. They will experience the blessing of the Most High and will enjoy His plentiful benevolence.  In the eyes of the unbelieving and heathen world, they will hate His people and they will do their best to bring about their ruin.  This persecution is spoken of throughout the Word and is also proven in history. The persecution that is suffered for the name of the Father and His Way, Truth and Life are also a blessing because we can always learn more about Him though these things.  Ask yourself in times of trial "what does God want me to learn?"  The battle is truly fought by our Father and He has given us sweet victory over death and over our enemies for eternityIt is this faith in the power of Yah and the promise of the resurrection that the justice Our Father will carry out through His Anointed One that we firmly fix out hope in.

Those without His Ruach, the Lamb's Blood and the Covenant will be seized by His hand and bound in eternal darkness.  The Hand can also seize today and bring people into judgment.  Pharaoh was delivered into the hand of judgment and so have those in Israel and Judah as well as the nations.  They are delivered into the Hand of judgment because they willingly and knowingly transgress the commandments/will of the Most High.  This is the most terrible place to be!

Commentary: (granted, I am a beginner and looking for some correction and help on my translations.)
When YHVH seizes us, it is done with His almighty and powerful hand – it can be the medicinal hand that applies our cure; or it can be the hand that binds us for His wrath.
 
The winds blow to the ends of the earth, the ends of time.  The winds are like his Ruach and Messengers, nothing is hidden from His sight.  The Mighty One sees everything.  His report will become our cure or our binding.

Translation of Hosea 6:1

YHVH is Mighty! And He causes the winds to blow to the end, and when He seizes us He cures us with His own hand, and with His own hand He binds us.

YHVH is mighty! He alone is not lacking in anything.

And he causes the winds to blow The winds are much like His Ruach (Spirit). His Ruach is sevenfold and this is an expression to mean that they are infinite. It/they prevail upon, in and about the universe and they also rest upon the Messiah that He's given us.

Isaiah 11:1-5
