"YHVH is Mighty! and He causes the winds to blow towards ends, and when He seizes us He cures us with His own hand, and with His own hand He binds us."

לכו towards ל ends כו

ונשובה and ו he causes the winds to blow נשובה

אל strong, mighty

יהוה YHVH

כי when

הוא He

טרף to seize forcibly (page 556, Jastrow)

וירפאנו and ו He י cure רפא us נו

יך hand -- Note: possible scribal where final Kaf should be a Dalet. Reference: Strongs H3197.

ויחבשנו and ו He י bind up חבש us נו

Commentary: (granted, I am a beginner and looking for some correction and help on my translations.)

The winds blow to the ends of the earth, the ends of time. The winds are like his Ruach and Messengers, nothing is hidden from His sight. The Mighty One sees everything. His report will become our cure or our binding.
