Commentary: (granted, I am a beginner and looking for some correction and help on my translation.)

Temporal existence is a moment within the infinite.  When we read of the creation in Genesis we read "Let us make man in our image", Elohim can be translated as the plurality of infinite strength and wisdom.  This explains the infinite nature of the Master and King of the Universe.  The Hand of the Most High delivered us from bondage in Egypt, He delivered us from the wilderness, He delivered us through the cure of His Anointed One's stripes.  He alone knows when He will bring about the end of time and usher in the Messianic Reign and Eternity.
  
The wind is the imagery of His Ruach (Spirit) and nothing is hidden from His sight.  The Mighty One sees everything.  His report will become our cure or our binding.

Those that are seized by His Hand who have have His Lamb's blood, who've entered into the Covenant with Him  will be cured/healed and resurrected unto life; and those without His Ruach and the Blood and the Covenant will be seized by His hand and see eternal darkness.

The winds of His Ruach are present in all the ends of the earth.  They see and know all.  His Ruach knows what we’ve been doing.  When YHVH seizes us, it is done with His almighty and powerful hand – it can be the medicinal hand that applies our cure; or it can be the hand that binds us for His wrath.
